The Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) was first launched in March 2006 with the primary objective of correcting regional imbalances in the availability of affordable/reliable tertiary healthcare services and also to augment facilities for quality medical education in the in the under-served States.
The first phase in the PMSSY has two components - setting up of six institutions in the line of AIIMS; and upgradation of 13 existing Government medical college institutions. Through the establishment of new AIIMS (All India Institutes of Medical Sciences), the government has actively contributed to the development of advanced healthcare infrastructure, medical education, and research facilities across the country. The legislation of the AIIMS Act underscores the significance of these institutions as Institutes of National Importance, operating autonomously under the Ministry of Health and Family Welfare. In the Second phase of PMSSY, the Government has approved the setting up of two more AIIMS-like institutions, one each in the States of West Bengal and Uttar Pradesh and upgradation of six medical college institutions.
In the third phase of PMSSY, it is proposed to upgrade the 7 existing medical college institutions.
In the fourth phase of PMSSY Cabinet approved upgradation of 13 more Government Medical College Institutions on 03.08.2016 at the cost of 200 Crore(Central Share: Rs 120 Crore, State Share: Rs. 80 Crore). GSVM Kanpur was taken for upgradation under PMSSY scheme in this phase.
